Disable the pointers (tooltips) introduced to admin screens in WordPress 3.3

When you upgrade to WordPress 3.3 (or later) from an earlier version, all users are shown various helpful pointers (tooltips) when they first log in to the admin screens. This simple plugin disables them for all users. No options, no configuration, just install and activate.
